10 Things the 1990s Internet Made Completely Normal
Buying things from strangers. Reading a magazine about a network. Waiting. The decade that made all of it ordinary.
The strange thing about the nineties internet is not how primitive it looks now. It is how quickly the arguing stopped.
For most of that decade, every single thing about being online was contested. Whether you should use your real name. Whether commerce belonged there at all. Whether it was a hobby, a utility, or a fad that would embarrass everyone by 1999. There were serious people on every side of all of those questions.
And then, one by one, the questions closed. Not through debate but through habit. Enough people did the thing that the thing stopped being a thing.
What follows is ten of those closures — moments where something that had been odd, controversial or technically difficult became simply how it worked. Most of them did not feel like turning points at the time. Several were announced as failures.
If you were online in that decade, you watched this happen without noticing. Here is what you were actually witnessing.
Number 1: Commercial Traffic Was Banned Until 1991
This is the fact that reliably surprises people: for years, using the internet to make money was against the rules.
The National Science Foundation ran the backbone, and NSF policy prohibited commercial use. Then the policy changed, and the internet became, for the first time, a publicly accessible network with no commercial restrictions.
Everything you associate with being online sits on the far side of that single administrative decision. No shop, no advertisement, no subscription, no marketplace, no start-up existed on the network before it. The thing was a publicly funded research utility and behaved like one.
What makes it worth pausing on is how completely the alternative has vanished from memory. There was a functioning, international, text-based network used daily by hundreds of thousands of people, on which selling anything was forbidden. It worked. People liked it. Many of them were furious when it ended.
The internet was not always commercial. It was made commercial, on a specific date, by a committee.

Number 2: Two Million People Were Already Online in 1990
Before the Web existed, the online world was not empty. It was a collection of services you dialled into directly, and by 1990 more than two million North Americans were using them.
They were there for discussion groups, shopping, news, chat and email — the same list you would write today. The early services had been joined by AOL, Prodigy and others, and industrial purchasing already ran over Electronic Data Interchange standards for computerised transactions.
Shopping. In 1990. Over a modem, on a proprietary network, years before anyone said the word e-commerce.
This is the part the standard story skips. The Web did not introduce people to being online. It arrived in a world where being online was already an established consumer habit with millions of paying customers, and it won by being open when the alternatives were walled.
The behaviours were all invented before the technology we credit for them.

Number 3: France Gave Away Terminals and Got the First Mass Network
In 1981, France Telecom began offering free Minitel terminals to every telephone subscriber.
Free. A small terminal with a screen and a keyboard, handed to anyone with a phone line, launching what amounted to the first mass network. By 1990 it had tens of millions of users, with newspapers, train schedules, tax filing, classified advertisements, email and chat.
Tax filing. In the eighties. On a free terminal in a French kitchen.
The economics behind this are worth understanding, because they explain something that still shapes how networks grow. The terminal was the barrier, so the state removed the barrier and made its money on the usage instead. No purchase decision, no comparison shopping, no waiting for prices to fall.
When the Web arrived, France already had a working national network and comparatively little reason to switch, which is a famous problem in technology: the country that got there first gets stuck there.
Being early is not always the same as being ahead.

Number 4: The Web Started as Two Internal Proposals
At CERN in Switzerland — the world’s biggest physics laboratory — an English programmer and physicist named Tim Berners-Lee submitted two proposals for what would become the Web, starting in March 1989.
Proposals. Internal documents, at a physics lab, about a better way to organise research information.
The Web was not a product, a start-up or a plan to change the world. It was paperwork addressed to management about a filing problem, and the first version of it was a combined browser and editor — a program you read with and wrote with in the same window.
That second half quietly disappeared. The Web we got was overwhelmingly read-only for its first decade, and everything since — blogging, comments, social platforms — has been an effort to bolt writing back onto a medium that was designed with it built in from the start.
The most consequential document of the era was a memo that had to be submitted twice.

Number 5: Windows 95 Got One of the Biggest Campaigns in Computing
On 24 August 1995, Microsoft launched Windows 95 with one of the most sweeping media campaigns in the history of computing.
Queues outside shops. Television advertising for an operating system. Newspaper front pages about a software release. If you were an adult that August you could not avoid knowing it was happening, whether or not you owned a computer.
That is the significance, more than anything in the software. Windows 95 was the moment a piece of computer infrastructure became general news — something your parents heard about on the radio and had an opinion on.
Before it, buying a computer meant accepting that you were entering a specialist world. After it, the computer was a mainstream consumer product with a launch date, a marketing campaign, and a cultural presence, and not buying one started to feel like a decision rather than a default.
The product was an operating system. The thing being sold was permission to be an ordinary person who owns a computer.

Number 6: Microsoft Nearly Owned the Online World by Default
Tens of millions of copies of Windows 95 shipped ready to connect to Microsoft’s own private network — a service with proprietary protocols, built into the operating system that was about to go onto most of the computers on earth.
It could have become the biggest online service in the world nearly overnight.
Sit with the counterfactual. A single company’s closed network, with its own protocols, pre-installed and pre-configured on the dominant platform, at the exact moment the general public was arriving online for the first time. No open Web required. No reason for most households to ever find one.
It did not happen, and the reasons are complicated, but the margin was thin and the timing was very nearly perfect.
The open Web won the nineties partly on its merits and partly because the alternative did not press its advantage hard enough, fast enough.

Number 7: The Web Only Passed Minitel in 1996
At the end of 1996, the Web’s thirty-six million users surpassed the roughly thirty million on France’s Minitel — until then the most popular online system in the world.
Thirty-six versus thirty. That is not a landslide. That is the Web scraping past a single country’s national videotex service, seven years after Berners-Lee’s first proposal.
The Web’s dominance feels, in retrospect, like an instant and obvious result. It was neither. For most of the first half of the nineties, the biggest online population in the world was French, using terminals given away by a telephone company, and the Web was the smaller thing catching up.
What changed after 1996 was the shape of the curve, not the leadership. Minitel grew in France. The Web grew everywhere.
The winner spent most of the decade in second place.

Number 8: A Magazine About the Network Arrived in January 1993
Wired first appeared in January 1993, growing out of publications like The Whole Earth Catalog and arriving with a design philosophy that was genuinely difficult to look at.
Fluorescent inks. Metallic pages. Type set over photographs at angles that made the words hard to read. It looked like nothing else on a newsagent’s shelf, deliberately.
The design was the argument. A magazine about the network could have looked like a computing publication — grey, technical, specification tables, aimed at people who already knew. Wired instead looked like a fashion magazine for a culture that did not exist yet, and by looking like that, it insisted the culture did exist.
Buying it was a statement about who you were before it was a source of information.
That is a strange thing for a magazine to do, and it worked. The network stopped being a technical subject and became a lifestyle with a visual identity, which is the precondition for anything becoming mainstream.

Number 9: Encryption Arrived as a Free Program in 1991
Pretty Good Privacy — PGP — was introduced in 1991: a public-key encryption program for securing texts, emails and files.
The name is a joke, and the joke is doing work. Pretty Good. Not military grade, not unbreakable, not guaranteed. A deflating, modest name attached to a tool that gave ordinary individuals cryptography that had previously belonged to governments.
That is the shift worth marking. Before PGP, the ability to make a message genuinely unreadable to a third party was institutional. Afterwards it was a download.
The controversy that followed ran for years and touched on export law, national security and what a private citizen was entitled to keep private. Those arguments have never really finished; they simply moved to new products and new decades.
A program with a self-deprecating name started one of the longest-running political arguments in computing, and it is still going.

Number 10: Doom Players Invented Modifying Other People's Software
Doom arrived in 1993, an immersive first-person game that became popular across many different platforms. Its players were also among the first to customise the game’s levels and appearance through what became known as modding.
Read that again with fresh eyes. Customers took a commercial product they had bought, opened it, changed its contents, and gave their versions away to other customers — at a moment when the entire software industry was built on the principle that you bought a sealed thing and used it as supplied.
Doom also attracted serious criticism for its violence, and was cited as a prime reason for United States Congressional hearings on video game violence in 1995.
Both of those things happening to the same product in the same few years is the whole nineties in miniature: a medium arriving fast enough that the culture was building on it and legislating about it simultaneously.
The players who rewrote the game were doing something nobody had given them permission to do. That became the normal way software works.

The decade’s real work was not technical. Commercial traffic was permitted, encryption was handed to individuals, users rewrote products they had bought, and an operating system became news. Each one moved a boundary that had seemed structural.
By 1999 none of it was remarkable, which is the only reliable sign that something has genuinely changed.
